Christchurch Call to Action

Executives from Google, Twitter, Facebook and Microsoft met with the leaders of France, New Zealand and other countries in Paris to unveil the "Christchurch Call" of voluntary commitments for online platforms. The United States is not expected to join the initiative.

"It commits us all to build a more humane internet which can not be misused by terrorists for their hateful purposes", she said.

Twitter CEO Jack Dorsey is making the trip to Paris, the company said this week, while the White House is dispatching President Donald Trump's top tech adviser.

The social media platform is introducing a "one-strike" policy for its Facebook Live feature, which will temporarily restrict access for users who have broken the social network's guidelines and faced disciplinary action, the company said in a statement.

Weeks after the massacre, Facebook said that the 17-minute video wasn't reported during the period it was live, and that the first user report came 12 minutes after the livestream ended.

The firms said they would update their terms of use to "expressly prohibit the distribution of terrorist and violent extremist content".

Other world leaders took part in the summit including Justin Trudeau of Canda (centre) and Theresa May of the United Kingdom (right).

Participants will be asked to commit to pledges to eliminate terrorist and violent extremist content on social media and other online platforms.

The White House will not be joining the call to action but is supportive of its premise, according to The Washington Post.

But the First Amendment's protections for free speech have left many policymakers reluctant to regulate social media even when those companies have erred.

They promised investments in "digital fingerprinting" to track and remove harmful pictures and videos, and easy-to-use methods for users to report illicit content.

The White House Office of Science and Technology Police said that though it doesn't support the pledge, it's committed to supporting its overall goals.

New Zealand officials said Ardern found a natural partner for the fight against online extremism in Macron, who has repeatedly stated that the status quo is unacceptable.

The Trump administration has been involved in efforts to end online terrorist content, including its September 2017 endorsement of the Zurich-London Recommendations on Preventing and Countering Violent Extremism and Terrorism Online.

Rosen said the policy before today's changes meant that users were blocked from Facebook if they kept violating the Community Standards, such as using terror propaganda in a profile picture or sharing images of child exploitation.

Facebook announced that it was putting $7.5 million into research partnerships with three USA universities to improve image and video analysis technology. And so we must ensure that in our attempts to prevent harm that we do not compromise the integral pillar of society that is freedom of expression.
