Netanyahu's Likud party tied with Gantz's centrist Blue and White Alliance, gaining 35 seats each, but right-wing parties led the way with 66-55 seats - and almost all of them said they would recommend Netanyahu to President Reuven Rivlin to form the next coalition government.

Gantz said his party "founded a true alternative rule to Netanyahu", but its No. 2 figure, Yair Lapid, told reporters Wednesday that it "did not win in this round".

With a victory, Mr Netanyahu would capture a fourth consecutive term and fifth overall, which this summer would make him Israel's longest-ever serving leader.

Both Netanyahu and his challenger, former military chief Benny Gantz, leader of the rival Blue and White party, had declared victory in speeches to boisterous gatherings of supporters. "I will begin forming a right-wing government with our natural partner this very night".

But "King Bibi", as some have called him, now faces the prospect of becoming the first sitting prime minister to be indicted.

The Palestinians have reacted to the results by saying that Israelis voted to "maintain the status quo" in the region.

President Donald Trump is congratulating Benjamin Netanyahu as he appears to be headed for a fifth term as prime minister of Israel.

Gantz says he favours a "globally backed peace agreement" with Israel holding on to the large West Bank settlement blocs. Abbas had said he hoped the new government would understand "peace is in ours, theirs and the world's interests".

Khalil al-Hayya said Wednesday that "there is no difference" between the Israeli parties, and pledged that Gaza's militant Hamas rulers would continue seeking to "end the occupation and achieve our national goals".
