Shutdown chance looms as negotiations continue on Trump's proposed border wall

Negotiations to stop another government shutdown have stalled, as lawmakers remain at an impasse over border security. But negotiators on both sides told reporters late last week that they believed they were on the path to resolving the issues.

Last month he said the talks were a "waste of time".

Dr. Sean Conley, physician to the President, announced that President Donald Trump is in "very good health" following his physical examination at the Walter Reed military hospital Friday.

Speaking Sunday on NBC's "Meet the Press," White House acting chief of staff Mick Mulvaney said he "honestly" did not know whether a deal was close and would not rule out a government shutdown by the end of the week.

The Democrats want to use the cap to force ICE to detain criminals rather than ordinary undocumented immigrants with no criminal history, a Democratic person familiar with the discussions said.

The White House said Sunday it can not rule out another government shutdown as it gets mixed signals from Democrats and Republicans racing a Friday deadline to fund President Trump's border-wall demands and keep federal operations humming.

"We need the time to make sure that what we're agreeing to is what we really need", Texas Rep. Kay Granger, the ranking Republican on the House Appropriations Committee and member of the negotiation team, stated to Roll Call. I'm hoping we can get off the dime later today or in the morning because time is ticking away but we've got some problems with the Democrats dealing with ICE, that is detaining criminals that come into the USA and they want a cap on them.

"I'll say 50-50 we get a deal", Mr. Shelby told Fox.

Senator Jon Tester, Democrat of Montana, said on the same broadcast that he was "not positive we'll get to a deal". While the two sides are now said to be close to a dollar amount for border barriers, Democrats are making a higher level of funding for barriers contingent on the new cap for detention beds - something Republicans are resisting. Republicans have said violent criminals caught inside the USA shouldn't count toward the cap, and that ICE should have discretion about whom to detain.

Trump seized on the stall in a pair of tweets on Sunday, saying Democrats were "offering very little money" for the wall and claiming Democrats actually wanted a shutdown for political purposes. Trump said on Twitter.

Democrats say they proposed their cap to force ICE to concentrate its internal enforcement efforts on risky immigrants, not those who lack legal authority to be in the country but are productive and otherwise pose no threat.

House Budget Committee Chairman John Yarmuth, D-Ky., countered by telling the same show, "The numbers are all over the place".

"I'm hoping we can get off the dime later today or in the morning", Mr. Shelby said.

"I'm hopeful that this committee will be able to come up with a proposal that we can all support, that the President can sign", Cheney said. She also added, though, that the deal would "have to include funding that will allow us to secure the border". "I would say no", Mulvaney said.
