White House spokeswoman Sarah Sanders said Mueller's investigation is probably undermining ties with Russian Federation, but she denied it was the reason Trump canceled the meeting.

The filing doesn't go so far as to say there was coordination between Trump's legal team and Cohen on what Cohen would tell Congress, but it says the campaign finance and false statement allegations are addressed together "because both arose from Michael's fierce loyalty to Client-1".

Cohen pleaded guilty in the special counsel's investigation Thursday to one charge of lying to Congress about the extent of his work to build a Trump Tower in Moscow.

In Friday's court filing, Cohen said he kept Trump "apprised" of the "substantive conversation" he had with an assistant to a key Russian government official in January 2016 in which he sought help securing land and financing for the Moscow tower project.

The president was continuing a defence that had begun on Thursday after ex-lawyer Michael Cohen had admitted one count of lying to Congress.

Cohen faces a maximum sentence of five years in prison, a $250,000 fine, and three years of supervised release. Trump is referred to as "Client-1" throughout the filing.

Cohen's lawyers argued both the campaign finance violations and the lies to Congress were a product of his "fierce loyalty" to Trump, whom they at times referred to as "Client-1", adding that, "In each case, the conduct was meant to benefit Client-1, in accordance with Client-1's directives".

Manafort's former business partner Rick Gates, who testified against him at the Virginia trial, has continued to cooperate with Mueller and prosecutors earlier in November asked a judge to postpone his sentencing.
