No criminal charges will be filed against any of the 42 people associated with a caravan of Central American migrants who were arrested in a clash that ended with US authorities firing tear gas into Mexico to counter rock throwers, The Associated Press has learned.

Gastélum said that due to the arrival of the caravan, he could be forced to raise taxes for Tijuana's 1.7 million residents, who have already suffered from Sunday's clashes on the USA border, Fox News reported.

Ramirez and two other men were observed crossing the border a mile east of the San Ysidro, California, port of entry. Officials confirmed his conviction and sentence with the Honduran Consulate in Los Angeles.

Those who were arrested were accused of illegally entering the USA; 27 were men and 15 women and children.

They also caught a 30-year-old Honduran man with MS-13 tattoos and later identified him as Wuilson Lazo-Ramos, who had a felony conviction for weapons misconduct in Maricopa County.

All three men were taken into custody with Department of Homeland Security pending deportation proceedings. While the authorities detained 42 migrants, none of those arrested in Sunday's clash will be criminally charged, an administration official told CNN on Friday. Tijuana Mayor Juan Manuel Gastlum on Friday declared a humanitarian crisis in his border city of 1.6 million, which he says is struggling to accommodate the crush of migrants.

"That's not fair. How do you think people from Tijuana feel toward those people who are making problems?"
