The nationalist New Zealand First Party won 7.2 per cent of the votes, leaving it with the balance of power in the formation of the next government.

New Zealand First's Peters has said he would only make a decision on which party to back after the final tally and after the results become official on October 12.

Also entering Parliament for the Labour Party is first-time MP Angie Warren-Clark.

The Act party continues to hold one parliamentary seat that could assist National in government, but is essentially irrelevant to coalition negotiations.

In his statement, English emphasised that National had finished with 10 more seats than Labour and that "voters had a clear choice at the election between the two major parties that had a realistic prospect of leading the next government".

'I don't think it weakens it significantly at all, ' he said, referring to National's negotiating position.

Speaking to supporters in Auckland on election night, Mr English had said he would open talks with New Zealand First to "find common ground".

Both Labour and New Zealand First have said they want to curb immigration, renegotiate certain trade deals and adjust the role of the central bank albeit in different ways.

In one of the only indications of his priorities going into negotiations, Peters this week promised to revive the country's forestry sector, which has been a hot topic in his remote home region in the country's far north. Both were short of the 61 needed for a majority, and were left reliant on New Zealand First's nine seats to form a coalition.

"You get that economic nationalism and protectionism-based on a nostalgia".
